[dwm] taglayouts-4.3 announce

Hi, I today released taglayouts pull request for 4.3, there's only slight
difference as it now respect the application of extern storage class in
dwm.h, so there's now no reject while pull requesting (yes, I forgotten to do
it for version 4.2 :) - no other changes done.
