This is the fault of X agents, who decided to dedicate their time entirely
to X11. In their eyes, X11 is the continuation of X.Org.
It is clear by now that X11 is influenced by big corporations, RedHat in
particular, which is also forcing things like GNOME, systemd and Rust in the
WSL kernel upon the users.
X11 sucks. X.Org sucks too, but it is still much better than X11.
