[dev] [surf] toggle stylesheet pull request

Hi gang,

I recently took the time to rework a pull request to surf which adds the
ability to toggle between two stylesheets. I use this to impose a
dark stylesheet, for when my eyes are more strong.

I'll put it on the Discord in the next few days.

The pull request is against tip.
